The Malcolm Baldrige National Quality Improvement Act was enacted on August 20, 1987. Named after Malcolm Baldrige, the program and award honour a former ranch hand who attended Yale, achieved business success, and served in the Ronald Reagan Cabinet as the United States Secretary of Commerce from 1981 to 1987. Baldrige tragically passed away in a rodeo accident when the horse he was riding during cattle roping fell on him.

Each year, up to three awards are presented in each of the six sector-specific categories.
